PROGRESS REPORT.

Enrolments in Communist Controlled Schools.

A summary of enrolments in communist-controlled schools is given at Appendix A to this report. At ppendix B are details of enrolments in individual schools,

The figures under (b) include Forms V and VI in secondary schools they exclude all other post-secondary students at Post-Secondary Colleges, Training Colleges and the Technical College (including the Evening Institute).

The estimate given above for March 1969 (26,167) is less than the provisional estimate which the Steering Committee gave nine months ago for communist-controlled school enrolments in September 1968 (27,500). When this latter figure was notified to S. of S. in Telegram No, 1076 of 13th September 1968, reference was made to it being about 2.4% of total school attendances of 1,140,000. This latter figure included some 53,000 post-secondary students at Post-Secondary College, Training Colleges and the Technical College (including Evening Instituto) who have been excluded from the figures under (b) of the table above, The provisional estimate of 27,500 given last September took account of the communist's planned provision for additional school places and has now been revised downwards to 23,140 to reflect more closely the actual increase in enrolments which it is beliovod tl. had achieved by September 1968.

It should be explained that the Education Department's statistics are based primarily on enrolment returns submitted by the schools themselves, These returns are checked against the permitted accommodation of the schools concerned; where possible they are also checked during inspection visits to schools. In some cases, and this applies not only to Communist schools, schools clain a higher enrolment than in fact they have; in other cases a lower, The enrolment figures have also been chocked against information from Special Branch sources. For some schools the Education Department figures are higher than the Special Branch figures for others they are lower. These discrepancies tend to balance out and the Steering Committee considers that the Apponicer reflect the overall position within acceptable limits of accuracy,
