Cotton Textile Imports
The President of the Board of Trade is making a statement in the House this afternoon in which he will announce that the Government has decided that there should be a tariff of 85% of the m.f.n. rate on cotton textile imports to this country from the Commonwealth Preference Area (except the Irish Republic). This matter has been discussed with some of you at different times during the past week but in the final stage yesterday afternoon, when telegrams to our posts in all countries concerned had to be prepared and despatched with no time to spare, I am afraid that time did not allow of consultation with geographical department. telegrams were drafted in consultation with Commodities Department during yesterday and sent off at a very late hour.

I attach a copy of the telegrams which are of special concern to your Department. I hope that there will be no points of substance on which you would take issue. If there are any such points, would you please ring me as quickly as possible so that I can consider what we might do to cover them.
