Both Herbert Stewart and I have spoken to you recently about the statement made by Mr. Crosland t the House of Commons on 22 July, in which he announ acceptance of the Textile Council recommendations f a tariff. During a recent meeting with Lord Shephe Mr. P. Y. Tang, a Hong Kong Chinese textile manufac turer and a member of the Executive Council and the Textile Advisory Board, asked for clarification of the President's phrase:

and the Government would consider the use of quotas only on particular products under the ... LTA

and only if total imports of cotton textiles rise signifi- cantly above the present level and caused disruption to the market in those particu- lar products."

I would be grateful if you could raise this mat with the Board of Trade, to obtain the exact meanin of these words, and the likelihood of their applica tion. We have advised the Minister that we are enquiring.
