Caribbean countries

We should not be in a hurry to talk to these countries unless we are approached by them.

Other countries

We wait for them to raise the question and to ask for talks.

Hong Kong

It was thought that the initiative for talks should come from Hong Kong. We might say to Mr. Jordan, during his visit next week, that two UK represent- atives had gone to India for textile tariff talks at the request of the Indian authorities for discussions. If Mr. Jordan asks when a similar visit is to be made to Hong Kong he might be told that such a visit is not proposed but that if the Hong Kong authorities want talks they will no doubt let us know.
