6. Commodities Department (and Mr. Gallaher) are con- sidering our next moves, which must depend to some extent on the content of the revised Board of Trade paper (not yet to hand). In the meantime I attach for information a copy of a minute to Mr. Whitehead in Commodities Department in which I have tried to assess the impact of this proposed measure on Hong Kong's interests and to suggest how we might handle the problems which the Board of Trade's somewhat preci- pitous action has raised for us on the Hong Kong front.
