Background

4. The Textile Council do a body reprecent dag various

sectors of the industry. Board of Grado officials took

part in the work of the Council's Executive Committee ama

other committees concernod with studying the problen.

But they were there to act as auDeasors and were not concernca

with the conclusions and recommendations of the Report, a

copy of which (Volume 1) is attached.

5. The Report envisages that for a transitional period

thero should be both a tariff and quotac. We understand,

however, that, indiscussions with the Board of Trado, tho

Tortile Council have now agrood that quota arrangements

should be terminated as soon as the tariff is introduced.

The date envisaged for this chango is 1 Jamary, 1972,

though this might be advanced by one year if necessary,
