After our telephone conversation I have drafted another personal telegram to the Governor, Hong Kong in the context of Mr. Carter's minute to Mr. Gallagher of 9 July. I believe that it would be preferable to send this once more on a personal basis rather than to distribute the Governor's own telegram No. 545 on a "neutral" basis.
2. If you and Mr. Gallagher agree this draft Mr. Carter has agreed on the telephone that it should issue without further delay.
