Guidance Telegrams to Overseas Posts
Representatives of the F.C.O. and O.D.M., C.R.E. and Industries 1 met this morning under Mr. Goldsmith's chair- manship to agree the texts of guidance telegrams to be sent to overseas posts, along with the text of the Presi- dent's statement in the House. These telegrams must be despatched today.
2. I attach the text approved by the meeting for despatch to Commonwealth posts; as you will see, we propose to send additional paragraphs to posts in a handful of the more important Commonwealth suppliers, giving them individual guidance.
3. Mr. Whitehead, Commodities Division F.C.0., is kindly circulating the texts of telegrams to E.F.T.A.,É.EL. Washington, the Sino-Soviets, etc.
