I attach a copy of the statement made by Terence Sorby, Director of the Commerce & Industry Department, which I read to you over the telephone this evening. You will note that it is not intended to publicize this statement in this country, since its purpose is to reassure Hong Kong importers and it there- fore adopts a tone of optimism which may not in the event prove to have been justified.

The Hong Kong Association Committee, at a meeting which I have just attended, was somewhat less sanguine about the situation and was in particular doubtful whether it would be possible to extend the usance of bills as suggested in the statement, because of the new limitations on credit imposed by the Bank of England.
