Thank you for your telegram No. 62 of January 21 and likewise for your letter (G/T) of December 18.

I was sorry to discover, on receipt of the telegram, that you had had no reply to the letter. On the day we received the letter, we sent you, under a compliment slip, our paper on Industrial Disputes in Britain which, I hope, answered the point in paragraph 2 of the letter.

3. The other two questions in the letter, and those now raised in the telegram, are bilateral U.K./Hong Kong questions and should, in my opinion, be answered by Hong Kong Department. They agreed to do this and you will be receiving a letter from them. They have pointed out that the first of a fortnightly series of Newsletters sent to Hannam on January 10, will have provided you with material on the Tunnel and also on the Kai Tak airport loan. They presume that Hannam will have passed the Newsletter to you.

4. I am asked to convey to you apologies for the failure to reply immediately to your letter under reference. I would suggest your writing to Hong Kong Department on future bilateral questions and perhaps copying correspondence to Bob Curson, the head of I.P.D. My Department will, of course, let you have any general guidance that may be required; David Goodchild deals with Asia and also with economic anu scientific subjects. I myself am expecting to be transferred shortly but, until then, I should be glad to help with any further questions of this sort that may arise.
