On some of the issues he mentions, such as devaluation, the material will obviously fall to be provided by Guidance Department since it is material that can be used world-wide. Hong Kong is currently getting a very full service of Guidance on economic matters designed to try to show that we are turning the corner and getting back into balance. We count it in our creditors as being one of the posts which need top-level service in this field, and most of the Guidance goes to all four Missions in Hong Kong. Guidance Department also of course provides a full service on our Far Eastern policy and other matters which concern Hong Kong amongst other places. But we have not of course ever been involved with questions concerning Hong Kong alone and it would be impractical for this to happen. It would mean for instance that we would have to show similar involvement over pretty well any aid decision concerning any particular under- developed country.
