I am now winding up in Hong Kong and preparing myself for departure towards the end of this month, This will therefore be the last news letter that I send you. am glad to say that there does not seem to be much news.

Tunnel

I

Victory seems to have crowned our efforts at last, and the contract for the dross-harbour tunnel has been signed amid suitable junketings. In my handing over notes to

Blackwell I have suggested that he should salute the opening of the tunnel in three years' time by a new British Week or some large trade manifestation. But this will be up to him to suggest.

There are several other large public works contracts on the horizon, and Costains will no doubt bid for them. This will entail further prolonged negotiations with E.C.G.D. During John Gowers visit here this week I have used the example of the tunnel negotiations to stress to him the need to keep the head of this post fully advised of the progress of negotiations in London. You will probably be aware that two B.C.G.D. representatives have been out here to tie up the tunnel agreement, and I made the same point with them.

Kowloon Motor Bus Company

Since I last wrote the Government have publicly declared their intention of reducing the royalty they extract from K.M.B. I understand that negotiations are still going on about the small print of the agreement between the Government and K.M.B. The public declaration has, however, had the effect of re-awakening public interest in the bus company. The bus company in turn have attempted to divert public interest from the present unpleasant state of affairs to a future where the services will be greatly improved by the arrival of

new buses.
