The Commerce and Industry Department in Hong Kong has asked me to let you now that the Department proposes to exercise its rights under ection F of the Heads of
greement to allow anticipation of the 1970 quota for cotton textile exports to the United ingdom as from the beginning of the coming september.
I am sending a copy of this letter to Herbert Stewart in the Foreign and Commonwealth Office.
