Immediately after the closing date, the Department will examine all applications received and will decide on the scale of allocations, giving preference to those with the highest Hong Kong cost content per square yard. Cut-off levels established by virtue of the agreed cate- gorization arrangements will be applied to all specific categories. This will mean that the cut-off levels for approval in specific cate- gories will vary, and a Notice to Exporters will be published giving full details of yardage allocations by categories and the cut-off levels immediately after the allocations have been made.

Should there be any yardage remaining after the initial alloca- tion, the Notice to Exporters mentioned in the preceding paragraph will also gi letails calling for further applications.

Conditions of Shipments

Each export authorization will be valid for three months from the uate of issue and 95% of the allocated yardage must be shipped within that period. Failure to comply may result in administrative penalties.

19. All consignments to be shipped against these export authori- zations must be routed through the Department's Kowloon Inspection. Control in Godown No.12A of the Hong Kong and Kowloon Wharf and Godown Company premises, Tsim Sha Tsui, for inspection against the registered sample before export. Some variation from the sample in design and colour pattern will be permitted but the material used must be identical in construction and finish to the registered material and the Hong Kong cost content must not be materially changed. In case of doubt, the shipper may be required to prove that the Hong Kong cost content has not been reduced.

The Department will bear the cost of the examination service but shippers will be required to pay the normal commercial storage and handling charges to the godown company. Each shipper will be permitted to send two workmen with each consignment to open and repack cases selected for examination.

Applications for export licences in respect of these consign- ments, together with the relevant export authorizations and commercial invoices, should be presented at the Control at the time the goods are submitted for inspection. Applications must be supported by a manufac- turer's certificate (as at Appendix VIII), which should be securely affixed to the duplicate copy of the licence application. The Control will issue receipts against these applications. Applicants should present these receipts to the Department's Textiles Licensing Office when collecting the export licences. The invoices will be returned to the shipper immediately after examination by the Control officers.

22. The procedures for the issue of Commonwealth Preference Certificates set out in paragraphs 2 to 4 of Notice to Exporters, Series 1 (Britain): No.10/67 will apply.

23.

After inspection, the goods will be stored in the Hong Kong and Kowloon Wharf and Godown Company's premises pending export. They will not be permitted to leave these premises for storage elsewhere.
