All finished piecegoods under this scheme must be spun, woven and processed by spinning, weaving and finishing mills registered with the Department and approved for Commonwealth Preference purposes by the United Kingdom Customs authorities. A list of finishers currently qualified can be obtained from the Department's Textiles Licensing Office.

Any shipper may apply for export authorizations provided the finished piecegoods attain the specified minimum qualifying costs for the loomstate cloth, finishes and combined costs per square yard. Each application for an export authorization should fully describe the goods concerned. The descriptions must include cloth constructions, yarn counts, type of yarns (carded/combed), loomstate width and finishing processes under-
gone.

Each application must be supported by
(a) Documentary evidence of firm contracts in the form of:-
(i) the originals of contracts placed by the U.K. buyers;
and (ii) copies of the original contracts.
(b) A cost statement in the form of Appendix III to this Notice.
Each costing must relate to only one type of construction of fabric. If there are colour variations in piecegoods supported by one costing, the costs shown must be in respect of the colour pattern yielding the lowest Hong Kong cost content. The Hong Kong content
(i) allocated to the loomstate piecegoods per square yard should correspond to the costs shown in column (d) of Appendix II and IIA to this Notice. No deviation will be allowed from these costs which represent the standard of prices of the materials concerned less the cost of imported raw cotton used in their production;
(ii) of the finishing charges claimed must be in accordance with Appendix I to this Notice. These arbitrary costs represent the finishing charges less the cost of imported finishing materials and overseas royalties, but include the cost of ancillary processes such as desizing, singeing, calendering, stentering and inspection. Your attention is drawn to Appendix I to the new costs for permanent press. Certain finishes have been found to be incompatible with one another and these groups of finishes cannot now be claimed in respect of the same fabric (see also the foot- notes to Appendix I):-
(1) Sanforising, schreiner and pre-shrinking.
(2) Napping one side and napping two sides.
(3) Optical white treatment and dyeing.
When the Hong Kong cost of material or finish is not shown in Appendices I, II or IIA, costings should first be obtained from the Department. New Costings will not normally be made available at short notice. Requests
costings should be lodged with the Department early
for

as possible, preferably three months in advance of the beginning of each quarter.
(c) A declaration, in the form of Appendix IV, by the weaver who
is to weave and to supply the grey material.
