Samples

A finished sample of the goods under application and one square foot of each of the main materials used should be forwarded to the Department with each application. Shippers need not attach identifying trade marks to these samples if they do not wish to do so. A numbered receipt will be issued for each sample accepted which will thenceforward be identified by that number. Samples will be returned to applicants after the end of the shipping period upon production of the relevant receipts.

If samples are already held by the Department against last quarter's allocations, the relevant receipt numbers should be quoted in export authorization applications and, in such cases, the applicant need not submit a new sample.
Allocation of Yardage

Immediately after the closing date, the Department will examine all applications received and will decide on the scale of allocations, giving preference to those with the highest Hong Kong cost content per square yard. Cut-off levels established by virtue of the agreed categorization arrangements will be applied to all specific categories. This will mean that the cut-off levels for approval in specific categories will vary, and a Notice to Exporters will be published giving details of yardage allocations by categories and the cut-off levels immediately after the allocations have been made.
Conditions of Shipments

Each export authorization will be valid for three months and 95% of the allocated yardage must be shipped within that period. Failure to comply may result in administrative penalties.

All consignments to be shipped against these export authorizations must be routed through the Department's Kowloon Inspection Control in Godown No. 12A of the Hong Kong and Kowloon Wharf and Godown Company premises, Tsim Sha Tsui, for inspection against the registered sample before export. Some variation from the sample in design and in colour pattern may be permitted subject to prior approval by the Department, but the material used must be identical in construction and finish to the registered material and the Hong Kong cost content must not be materially changed. In case of doubt, the shipper may be required to prove that the Hong Kong cost content has not been reduced.

The Department will bear the cost of the examination service but shippers will be required to pay the normal commercial storage and handling charges to the godown company. Each shipper will be permitted to send two workmen with each consignment to open and repack cases selected for examination.

Applications for export licences in respect of these consign- ments, together with the relevant export authorizations and commercial invoices, should be presented at the Control at the time the goods are submitted for inspection. Applications must be supported by a manufacturer's certificate (as at Appendix VIII), which should be
