Although, as a consequence of the question of gryoth being as yet unsettled, no memorandum of under- standing has been signed embodying the results of last year's discussions on wide sheeting and sheets; the Hong Kong Government has acted as though agreement on all other aspects had been reached, on the basis of paragraphs 16-18 and 22 of the Governor's despatch 1269 of 27th September 1968 and of the Secretary of State's saving despatch 712 of 20th December 1968.

Sub-paragraph (a) of paragraph 16 of the Governor's despatch records an offer by the Board of Trade representative at the discussions to provide mid 1969 import statistics, in the light of which the modifications to the Heads of Agreement involved in the British request might be reviewed for 1970 as "a safe- guard against other suppliers benefitting at Hong Kong's expense".

I am now writing to confirm that the Hong Kong Government expects these statistics to be supplied and looks forward to receiving them in due course.
