I discussed the telegram
(7) with CRE, Board of trade, Miss Elliott, and it was agreed to send a telegram to Hong Kong indicating that the reduced export limits and compensation for reductions are correctly set out in Hong Kong's saving despatch (60 on B6/47 Part B). A substantive reply to that despatch and CRE agreed that

we should make such a reply as little contentious as possible will follow shortly. Mr. Goldsmith is looking at the papers since his return from Hong Kong and we may expect a draft from the Board of Trade,which will also have the approval of Industries, within a week or so.
2. I sent to Hong Kong a short telegram on 13 November which should clear the lines so far as allocation of the quota is concerned.
