Thank you for your letter of November 12. You have, of course, had a reply some time ago to the telegram referred to in your first two paragraphs. I have had a word with Shaun Stewart about the point raised in para.4 of your letter. He says that we never had any intention of making a public announcement, particularly as he knew that you wanted the matter kept confidential. It was necessary, of course, to inform the Imports Commission and a short extract was put in the Textiles Commission Review which is circulated on a private & confidential basis to those manufacturers who pay the levy. Unfortunately this appears to have leaked some time later to Tattersall's and this accounts for the extract in their issue of November 5 to which you refer. We are sorry about this. Taltorsall's did not get the information
It is naturally for you to decide how best to deal with the trade at your end.

I hope it will not be too long before you get a reply to the Governor's despatch. A draft is now circulating within the Department but clearance sometimes takes a little while.
