We decided when Mr. Jordan's visit was over to speak to the Board of Trade about the need to send an early reply to the Hong Kong Baving despatch at (60) (on the old file, B 6/47). A reply is indeed long overdue, the delay arising, no doubt, from the difficulty of concerting the views of the two departments in the Board of Trade which will be concerned with the draft: Industries,whose represen- tative, Mr. Stewart, actually conducted the sheeting negotiations and C.R.E., to whom it will fall to deal with the arguments in the despatch based on various articles of GATT and the L.T.A. It would undoubtedly suit us best if arguments of this sort are kept to a minimum.
