Mr. Jordan could not be optimistic that his Government would accept this package. As Mr. Stewart had to depart for Delhi the following morning, he agreed with Mr. Stewart that the latter might say to the Indians that the two sides had "reached agreement on a proposition they could refer to their superiors". He would cable Mr. Stewart in Delhi as soon as the C.A.B.'s advice had been sought.

Mr. Stewart, having thanked Mr. Jordan, reverted to the stipulations he had made earlier regarding Hong Kong's concurrence (see paragraph 78). He could give no guarantees that the modifications would be reviewed in the event that the limitations on other suppliers (Portugal and India) were lifted, or if other importing countries attempted to use Hong Kong's agreement in the present case as an excuse for imposing restrictions. Noting Mr. Stewart's remarks, Mr. Jordan reserved his position on these two points.
