the concession made by Hong Kong should not be regarded by the B.O.T. as a precedent for the future;
Hong Kong's final agreement would depend on H.M.G.'s being able to persuade India to make a like concession;
statistics relating to imports from other countries would have to be made available on a regular basis;
if such statistics indicated that other suppliers were benefitting at Hong Kong's expense, or if the limitation on imports from Portugal were lifted, or if other importing countries attempted to use the concession as a lever to introduce further restrictions on Hong Kong, then Hong Kong would wish to review any arrangement now concluded.
