The Commerce & Industry Department has revised slightly the record it prepared of last September's discussions. The revisions are minor textural ones and the Department has decided that the simplest method of making them is to replace pages 3 and 4 of the original record. Accordingly, I enclose two copies of the amended version of these pages for substitution for the originals sent to you with my letter of 17th December, 1968.
