10. If export authorization applications for printed piecegoods at any stage exceed the yardage available but applications for finished piecegoods (other than printed) fall short, valid applications for printed piecegoods will be approved up to the amount of the shortfall for finished piecegoods (other than printed), and vice versa.

11. A Notice to Exporters will be published giving details of yardage allocations by categories and the cut-off levels immediately after the allocations are made.

Conditions of shipment

Each export authorization will be valid for one month and 95% of the approved quantity must be shipped within that period. Failure to comply may result in administrative penalties.

13. All consignments to be shipped against these authorizations must be routed through the Department's Kowloon Inspection Control in Godown No.12A of the Hong Kong and Kowloon Wharf and Godown Company premises for inspection before export.

14. The Department will bear the cost of the examination service but shippers will be required to pay the normal commercial storage and handling charges to the godown company. Each shipper will be permitted to send two workmen with each consignment to open and repack cases selected for examination.

Applications for export licences in respect of these consignments, together with the relevant export authorizations and commercial invoices, should be presented at the Control at the time the goods are submitted for inspection. The Control will issue receipts against these applications. Applicants should present these receipts to the Department's Textiles Licensing Office when collecting the export licences. The invoices will be returned to the shipper immediately after examination by the Control officers.

16. The procedures for the issue of Commonwealth Preference Certificates set out in paragraphs 2 to 4 of Notice to Exporters, Series 1 (Britain): No.10/67 will apply.

After inspection the goods will be stored in the Hong Kong and Kowloon Wharf and Godown Company's premises pending export. They will not be permitted to leave those premises for storage elsewhere.

Warning

18. Companies are warned that any evidence of false descriptions in respect of applications for export authorizations or of substitution of goods not approved will result in the summary rejection of such applications and render applicant companies ineligible to apply for further allocations under this or future High Hong Kong Cost Content Schemes. In addition, if the offending company holds quota, consideration will also be given to removing its name from the Department's register of quota holders for the British market.

Forms

19. Applications should be made on export authorization forms. These and additional copies of Appendices III V are obtainable from the Department's Textiles Licensing Office.
