On my return from leave I saw your letter of 16 October to Tom Martin (which, incidentally, had taken twelve days to reach us) with the enclosed texts of the Agreed Minutes with France and Germany. I called on
Serraris last week and showed him a copy of the first paragraph of the Agreed Minute with Germany and of the introductory paragraph "Comme suite ... ce qui suit" and sub-paragraph 5) of Everson's letter of 1 March to Chapelle, but I did not leave copies with him. He said that this was sufficient for his purpose and he would resume discussion with his colleagues; there had been no movement at all since I had last spoken to him on 12 September.

He repeated that he saw no reason for not accepting our request and that he hoped that he could bring his Benelux colleagues round to agreeing.
