has been prepared to concede restraint to the Swedes. If asked for
tre F.C.0. view I suggest we might say that in principle we socept that where there is a U.K, case as good as that conceded by Hong Kong to
the Swedes it should be put forward but that we would be concerned
in each case to see that the situations were comparable and would also have to consider the extent to which the proposed action would damage Hong Kong's trade (taking into account both the economic and political consequences in view of H.1.0's wider responsibilities for the administration of the Colony).
