failure to apply for an Export Licence within the period of validity of the Export Authorization has been caused by circumstances beyond the control of the person to whom the Export Authorization was issued.
7. It is, as I explained, an essential part of this system that the importing country should undertake to admit imports of all goods covered by Export Authorizations issued before the time at which the importing country requested that such issue should be discontinued.
8. I should be grateful if you would inform me whether you can agree that this system should be introduced on the basis that I have described in the above paragraphs".
