(b) the Department should forward to the Swedish
Government, via the Consul-General for Sweden,
fortnightly returns showing, by item the quantities covered by Export Authorizations
issued to Hong Kong exporters.
The Hong Kong Government will, on request by the Swedish Government at any time, discontinue the issue of Export Authorizations for any of the items concerned. If such request is accompanied by a request for con- sultations in accordance with the provisions of Ar-
ticle 3 of the Cotton Textiles Arrangements, the Hong
Kong Government will, pending the holding of such con- sultations, issue Export Licences for the items con- cerned only in respect of those shipments covered by Export Authorizations already issued.

In the event that the issue of Export Authorizations for any item is suspended, at the request of the Swedish Government in accordance with the procedure set out in the preceding paragraph, it is my understanding that the Swedish Government would be prepared to consider
giving its consent to the extension of validity of an existing Export Authorization by a period not exceeding 90 days, if it is satisfied that the failure to apply for an Export Licence within the period of validity of the Export Authorization has been caused by circum- stances beyond the control of the person to whom the Export Authorization was issued.

8. It is, as I explained, an essential part of this system that the importing country should undertake to admit imports of all goods covered by Export Authori- zations issued before the time at which the importing country requested that such issue be discontinued.
