We are examining Swedish requests for additional
restraint in the light of the available statistics.
While we have not yet reached any final conelusions
we have doubts about the strength of the Swedish case.
There would have to be, for example, good justification
for the proposed heavy reduction in the restraint level
for anoraks.

Certainly no answer should be given to the
hark Swedes until after the Stans' visit. We should like
to be able to agree to your proposal to settle in
writing about 20 May because we understand your
unwillingness in present staff situation to send a
delegation to Stockholm and appreciate significance
to your trade of suspended E/As. However there is a
great deal at stake and the indications are that we
