Miss Welch told me that Mr. S. Stewart tried and failed to telephone you last night to say that he wanted the next round of negotiations with the Swedes to be in London rather than Stockholm.

2. I asked Miss Welch if this was a Board of Trade request, in the sense of agreement between Industries and CRE. She said that it was not.

3. I told her that we could not consider the matter until it came to us from the Board of Trade but that she could expect opposition in any case because for sometime past we had tacitly agreed that consultations would be resumed in Stockholm and a bad impression would be given Hong Kong if we tried to change now, apart from the fact that the Swedes might object. You will see from Hong Kong telegram 412 that Hong Kong have already formally accepted the Swedish invitation to resume consultations in Stockholm on 16 June.
