5. The proposal now is that Hong Kong whould resume consultations with Sweden in Stockholm on 16th June, on non-cotton items. According to telegram 339 (paras. 2-4), agreement has beeh reached on 1969/70 restraint levels for cotton goods, but the Swedes will not finalise a cotton agreement without a non-cotton
"the cotton one. Hong Kong is nevertheless "unilaterally implementing
agreement, which means presumably that trade is not held up. Before 16th June, we shall have to decide what out negotiating instractions to Hong Kong are to be;- since I want more statistics on knitted maf underwear, we should presumably seek this while considering what out general line should be.
