Following our discussion here yesterday, I attach a draft telegram to Hong Kong along the lines generally agreed. If any of the recipients of this letter have any comments I should be grateful for them as quickly as possible so that the telegram can be got off well before the end of the day.
I am copying this to the F.C.O., to Herbert Stewart and to Collings, and here to Sean Stewart and a Miss Welch in Il and to Barry in C.R.E. for information.
