I have drafted a telegram to Hong Kong confirming our agreement with the conclusions reached ad referendum at the end of the Swedish textile negotiations. These are straightforward as far as the restraint levels on anoraks and outer-wear are concerned. there is a possible pitfall for the future in the letter from Baron de Geer dated 7 February, of which there is a copy below (61), in which he deliberately records that these restraint levels shall "not be considered as a precedent for future agreements". Equally deliberately in their letter at (62), the Board of Trade have recorded that they will be considering in due course their attitude to any Swedish requests for the extension of these arrangements beyond 1969. You will see a reference at X of the telegram at (60) to the fact that Mr. Jordan may wish to reply to Baron de Geer's letter. We at to make certain that he does not reply in such a way as to admit the possibility of extended restraint. This is just the kind of commitment over which difficulties would arise at a later date. I have therefore included in the telegram a request that the terms of Hong Kong's reply, if any, to that letter should be concerted with ourselves.
