(iii) the originals of letters of credit, if opened. All applications received by 5 p.m. on 14th March, 1969 will be considered together and approved on a pro rata basis, if necessary. Applications for
balances remaining after that date will be processed strictly on a first-come-first-served basis.
Any applications which are incomplete or incorrectly completed will be rejected.
Export authorizations will be valid for only two months from 15th March, and all proposed shipments must be licensed by 15th May. Extensions will not normally be granted.
Applications for export licences to ship against approved export authorizations must be made on Form C. & I. 353A, supplies of which are only obtainable from the Department's Textiles Licensing Office on the second floor, Fire Brigade Building, Hong Kong.
Applications for export licences must be completed in quadruplicate. In cases where the Hong Kong exporter is not the manufacturer, he may omit from the quadru- plicate copy of the application the manufacturer's name and address.
Application forms for export authorizations are obtainable from the Textiles Licensing Office of the Department at room 12, second floor, Fire Brugade Building, Hong Kong.
Penalties

Companies which fail to ship at least 95% of the quantities approved may be debarred from participating in similar schemes in future, or, if they are quota holders, may have their quota reduced by an amount equivalent to the short shipment.
