You will have seen Hong Kong Neutral telegram no. 224 about the forthcoming Swedish textile negotiations, announcing that the Swedish delegation would arrive in Hong Kong on 20th April and that the formal request for these negotiations (which of course we have not yet seen) would, together with the statistics required, be ready soon.
We wonder whether you are yet in a position to reply to Bunny Carter's letter of 5th March on this subject. Particularly if matters likely to require further consulta- tion with Hong Kong are involved there is not now a great deal of time left. Ideally when the formal Swedish request is presented, we should like to have disposed of the preliminary matters which Carter raised with you.
