During discussions leading to the initialling of a
Memorandum of Understanding and to an exchange of letters on
27th September 1968 on Hong Kong's exports of certain garments to
Norway, we considered the questions of
(a)
Norwegian imports of these garments from
third countries;
and
(b) garments debited to the quota in Hong Kong
but not actually imported into Norway.
We agreed that, for the sake of the record, I would confirm in
writing my understanding of the position.

Paragraph 6 of the Memorandum of Understanding provides
that the Government of Norway will not admit imports of the cotton
garments concerned unless such imports are covered by a Hong Kong
Export Licence endorsed by the Commerce and Industry Department,
Hong Kong, that the consignments concerned have been debited to
the agreed limits. In the course of our discussions, I requested
that the Norwegian Government should consider making similar
arrangements in respect of the non-cotton garments covered by
Hong Kong's unilateral export restraint. As I understand the
position, the items concerned will, when imported directly from
Hong Kong, remain on the Norwegian Free List subject to the
condition that on importation an appropriately endorsed Hong Kong
Export Licence is handed to the customs authorities.
