Export Authorisation System
Cotton Garments
I have the honour to refer to the discussions leading to the
initialling on 27 September 1968 of a Memorandum of Understanding in
respect of Hong Kong's exports of certain cotton garments to Norway.
In the course of these discussions, the Hong Kong Delegation
proposed that the Hong Kong Government should institute, for the
period covered by the Memorandum referred to in the proceding paragraph,

a system of Export Authorisations for the following cotton garments
(a) Hong Kong

(b) Description
Suits, jackets and coats not knitted
or crocheted, wholly or mainly of cotton, men's and boys' wear
Blouses and jumpers, not knitted or
crocheted, wholly or mainly of cotton, not embroidered, women's and girls'
wear.
The principal purpose of this system would be to provide the Government
of Norway with advance information on the development of exports in
these items.

Before setting out the proposal in detail, I should explain
that under the Export Authorisation system no Hong Kong Export Licence
for these items will be issued unless an Export Authorisation has
previously been obtained in respect of the consignment concerned.
Export Authorisations are issued only on production of evidence of a
firm contract for the supply of the goods in respect of which the
applicant seeks such Authorisation.
