the Norwegian request and, in particular, fresh Norwegian statistics. The two Norwegian industrial advisers did most of the work for the Norwegian side. Mr. Haerum, the Chairman of the Norwegian Delegation, is a very fair-minded man. He did not press weak arguments and showed his appreciation of our fair dealing in providing full, recent export statistics regardless of whose case they supported. Thus we were not surprised when, after we had demolished the Norwegian case for restraint on trousers and dresses and for export authorisations on all but one item on their E/A list, he adjusted his position in a Working Session to that given in our telegram. For our part, we were satisfied that the Norwegian case of disruption for the items to be restrained and of threatened disruption for those for E/As was good fact, than the Swedish one.

We got the impression that the Norwegians were disappointed with this outcome. Mr. Haerum made some play with the distance his Government had retreated since April (and this did not seem to be entirely for effect). But he was prepared to accept the logic of the statistics and of our arguments on them, and also on various attempts by his industrial advisers to introduce arguments outside the G.A.T.T. and C.T.A. framework.

If you are questioned by the U.S. Government, we should be grateful if you would stress Hong Kong's share of the Norwegian market for the non-cotton garments as in our telegram which Washing- we are copying to you.
