Textiles Consultations with Norway

a Memorandum of Understanding on restraint on three cotton items;
a letter on Export Authorisations on two cotton items;
a letter on Export Authorisations on three non-cotton items.
These documents will be formally signed and exchanged by the Norwegian Consul-General and the Director of Commerce and Industry when the Norwegian Government authorise the Consul-General accordingly. At the time of the consultations, the Chairman of the Norwegian delegation was not in a position either formally to sign the Memorandum of Under- standing or to give the necessary guarantee regarding importation of exports under export authorisations.

The two Chairmen also exchanged letters on

Enclosure 5:
Hong Kong's unilateral undertaking to limit exports of two non-cotton items;
Norwegian imports of garments under restraint from third countries and garments debited to quota but not actually imported into Norway.
The texts follow closely those used with the Swedish Government.

The atmosphere for the consultations was cordial, and no relevant information was held back on either side. After the opening exchanges, both sides had industrial representatives present at meetings of a Statistical Sub-Committee to examine the facts behind
