In waking the above points, I also expressed surprise that the Swedes should be making further requesta for restraint when it had been understood from the June discussions that their original requests were for restraints of a temporary nature pending the general election in Eweden.

In speaking to me later in the day about the form of approach, Falthein said he would receive by cable the text of the note to be handed over by the Consul General to you, which he would also send to the F.0.0. unless, as was possible, it was to be handed over to the British Embassy in stockholm.

I attach a copy of the Swedish Government's request as given to me today by Falthaim.
