Exports of woven man-made fibre blouses and jumpers

to Norway

Disposal of Residual quota Balances

I. Introduction

In Notice to Exporters, Series 6 (E.F.T.A.): No. 18/68 of 3rd October, 1968, the Department announced the introduction of restraint on exports of certain non-cotton textiles to Norway during the period 1st October, 1968, to 30th September, 1969, and invited shippers to submit a complete schedule of their exports during the qualifying period from 1st October, 1967 to 30th September, 1968.

In accordance with normal practice, and based on the reference period advised by the Cotton Advisory Board, provisional allocations of quota were made on 5th November, 1968, to qualifying Hong Kong manu- facturers and exporters on a 50/50 basis. Since the quantity available for allocation in respect of woven man-made fibre blouses and jumpers, (ex 841 739), exceeded qualifying performance, allocations were made only to the full extent of the actual qualifying shipment performance with the result that there still remains 11,248 dozens to be allocated.

II. Export Authorization Scheme

The Department has decided, on the advice of the Cotton Advisory Board, that this balance of 11,248 dozens should be made available under an export authorization scheme to be open to all comers on a first-come-first-served basis.

(a) The Department will accept application for export authorizations

in respect of the item concerned with effect from 9 a.m. Monday, 9th December, 1968. Each applicant will be permitted to apply up to a maximum of 20% of the quantity available (i.e. 2,250 dozens). All applications must be supported by documentary evidence of firm contracts in the form of:-

(i)

(ii)

the originals of contracts placed by Norwegian buyers;

the originals of contracts placed by Hong Kong exporters with Hong Kong manufacturers;

(iii) originals of letters of Credit, if opened.

(b) All applications received by 5 p.m. on 9th December 1968

will be considered together and approved on a pro rata basis if necessary. Applications for any balances

remaining after 9th December, 1968 will be processed strictly
