As you will have noted from the specimen Export Authorisation
forms, application for an Export Licence for the particular goods in
respect of which an Export Authorisation is issued must be made before
the expiry of the Export Authorisation.

within four months from the issue of the Export Authorisation.

I now formally propose that
(a) the Commerce and Industry Department of the

Hong Kong Government should regulate exports
of the items concerned by means of an export
authorisation system;
the Department should forward to the Norwegian
Government fortnightly returns showing, by item
and with as much detail as is practical within
each item, the quantities covered by Export
Authorisations issued to Hong Kong exporters.
The Hong Kong Government will, on request by the Norwegian
Government at any time, discontinue the issue of Export Authorisations
for any of the items concerned or for any part of them. If such
request is accompanied by a request for consultations in accordance with
the provisions of Article 3 of the Cotton Textiles Arrangement, the
Hong Kong Government will, pending the holding of such consultations,
issue Export Licences for the items concerned only in respect of those
shipments covered by Export Authorisations already issued.

It is, as the Hong Kong Delegation explained, an essential
part of the system that the importing country should undertake to
admit imports of all goods covered by Export Authorisations issued
before the time at which the importing country requests that such
issue be discontinued.
