Hong Kong/ßxedish Agreement
Your minute or 20th August. The Foreign & Commonwealth Office sent a telegram the night before last I understand it was personal from hilford to Jordan asking what was happening about Norway. P.0.0. have not had a reply, but they gather from the Hong Kong Côfice here that in fact there has been no peep out of the Norwegians since June.

In the hopes that no further action will prove necessary, I will refrain from commenting on your draft letter, except to say that it is not my understanding of the position that "any other agreements must be negotiated thrnum va”
