I attach a letter from Mr. Jordan which, through delay in the bag from Hong Kong, only reached me this afternoon after our conversation. Most of it is water over the dam, but paragraph 11 does explain a little more about the Norwegian issue and, in the light of it, Mr. Jordan's own letter to the Norwegian Consul-General in Hong Kong, which I passed to you this morning, is comprehensible.
2. In view of the long talks we have had with Mr. Jordan in the last week I doubt if there is any need for me to send a reply, but if there are any points in his letter which need one no doubt you will let me know.
