I do not think we need or should respond to Oslo tel. No. 4. Our comments and advice were made to the Hong Kong Government who have not reacted and I have let it be known to Mr. Sellers that we expect a reaction. It is good to see that the negotiation is concluded ad referendum.

In fact I understand from Mr. Sellers that when Hong Kong received our tel. No. 642 there was only time left for them to telephone Mr. Ho in Oslo and no doubt, suggest that he did his best to obtain the concessions we wanted. But at that point the dele- gation was very near to concluding. However, it may be that we can take some comfort from the fact that Miss Welsh evidently said to Mr. Ho that she thought the result was satisfactory and one on which he was to be congratulated,
3. I have said to Mr. Sellers that we would hope for an early reply from Hong Kong particularly because tomorrow is a public holiday. I believe he has passed this on by telephone.
