Please refer to your letter of 21 February, reference 20/2, on the subject of Greek restrictions against Hong Kong textile imports.

I have now seen Dawbarn's letter of 7 March to Beaven in the Board of Trade, concerning our own restrictions against Greek textiles and apples, resulting from the Greek Embassy's Note Verbale to Her Majesty's Government. This does I feel make the outlook very black indeed for Hong Kong's case and I have therefore sent the enclosed Saving despatch to Hong Kong. I should be grateful if you could continue to press the Greeks for a reply but I rather feel now that Hong Kong's case lost its urgency once you had submitted the Note Verbale; they can no longer be under any illusions that they will receive a favourable answer.
3. I hope to hear in due course that you have had a reply; meanwhile thank you for your efforts on Hong Kong's behalf.
