Cotton Textile Imports from Hong Kong

Please refer to our telegram No. 5 to Hong Kong conveying the Australian request for resumption of talks with the Government

of Hong Kong on imports of cotton textiles. I enclose a copy of the Memorandum handed to me at the Department of Trade & Industry and of my letter of 17 April conveying the Hong Kong reply.

With reference to your telegram No. 304, you will now have seen our No. 6 to Hong Kong Our precis of the Memorandum telegraphed to Hong Kong incorrectly referred to the limit of 1.5 million sq. yds as "agreed", when in fact, although the Australians used it as the basis of their negotiations last year, the Memorandum of Understanding initialled at Hong Kong on 3 May and subsequently notified to G.A.T.T., did not commit Hong Kong to this figure.

Since handing over the Hong Kong reply to Ben Johns in the Department of Trade, we have heard from him that he is not too disturbed that Hong Kong could not accept the dates he proposed for the talks. We now await Hong Kong's counter proposals.
