I am replying to your letter (14/4) of 24 April
to Child about the form which a Note Verbale should
take for the purpose of conveying a formal protest from
the Government of Hong Kong to the Algerian Government.
You are right in thinking that the formulation
suggested in Hong Kong telegram No. 245 Saving of
7 March was incorrect.
incorrect H.M. Government is responsible
for the external affairs of Hong Kong and to this
extent the Government of Hong Kong has no separate
international entity of its own. Clearly any protest
from a Colonial Government to a foreign Government
should be made in the name of H.M. Government and we
agree that the formula you propose in para. 4 of your
letter under reference is the correct one. Hong Kong
are being informed accordingly. We are grateful to
you for drawing this matter to our attention.
