To the usual provisos included in our non-cotton restraint undertakings was added another to the effect that restraint would be subject to review if this should seem necessary to the Hong Kong Government, in the light of any changes in the circumstances affecting international trade in textiles and garments. The Hong Kong team also made it clear that the Hong Kong Government would review its restraint undertaking in the light of the eventual outcome of the Canadian negotiations with Japan.

A Memorandum of Understanding in respect of cottons was signed and an Undertaking in respect of non-cottons was given on 9th September 1969. Copies are attached at Enclosures I and II.

A separate Memorandum (TEXTAB M/30/69) has been prepared for Members' advice on the assessment and treatment of "hardship" cases.
.13.
Another Memorandum (TEXTAB M/28/69) sets out the department's proposals for the implementation of the arrange- ments which have been agreed for the year 1st October 1969 to 30th September 1970.

The department wishes to record its thanks to Messrs. Lam and Tien for their advice and assistance with these con- sultations and those on the cotton items. Members will be invited to comment on the outcome at the next meeting of the Board.
