Please refer to your letter of 19th November, 1969 in file K6/331/1, in which you asked me whether I had any comments on the draft record prepared by the Board of Trade of the meeting on 4th September, 1969 to discuss the statistical background to the Canadian claim of injury from Hong Kong imports and other matters.

I have consulted Derek Jones and have now been instructed by the Commerce and Industry Department to inform you that the Hong Kong Government cannot accept the record as accurate and that it is incomplete and tendentious: for example, the record sets out inaccurately the points made by the Hong Kong representatives at the meeting- should you wish me to elaborate on this point, I shall be happy to do so.

The Commerce and Industry Department also questions whether the views expressed by Mr. Stewart at the meeting are, or were, the considered views of the Board of Trade (as the record suggests) and would be grateful for clarification on this point.
